Buying signal

A county is building a jail, or its jail just fell short on a state inspection. Here’s why that’s a reason to call.

State jail commissions publish which counties are planning or building jails, and which jails failed their inspections. Both come right before purchases. How corrections reps use them.

What the record is

Most states set minimum standards for county jails and inspect them. Texas’s Commission on Jail Standards publishes a monthly report of every county jail project in planning, design or construction, plus a list of jails found out of compliance, each with a dated notice. Ohio’s Department of Rehabilitation and Correction publishes an annual inspection report for every full-service jail, listing the standards it did not meet and its headcount against its recommended capacity.

Why it usually means buying

A new or expanded jail has to buy everything before it opens: food service, laundry, janitorial, kitchen equipment, detention furniture, medical services and commissary. A jail that failed an inspection has a deadline to fix what the inspector found, often sanitation, maintenance, fire safety, lighting, plumbing fixtures or overcrowding, and the fixes need products and services.

Who should call

  • Foodservice and disposables
  • Janitorial and sanitation
  • Laundry and linens
  • Detention equipment and furniture
  • Medical and pharmacy services
  • Fire safety and maintenance
  • Commissary

How to open the call

I saw [county]’s jail project is moving forward. Most counties sort out [what you sell] well before opening day. Who’s putting together the operating side?

What to check before you call

  • Projects in planning (a facility needs analysis) are a year or more from buying; projects under construction are buying now.
  • For an inspection, lead with help on the fix, not the finding.
  • Ask whether food service or medical is contracted out; the contractor may be the buyer.

Common questions

Which states does Prospectr cover for jails?
Texas (weekly: construction and planning projects, non-compliance notices) and Ohio (annual full-service jail inspection reports, checked monthly). More states will follow where the state publishes inspections.
Does Prospectr show jails that passed inspection?
No. Only Ohio inspections with unmet standards or a population over the recommended capacity are shown, because a clean inspection is not a reason to call.
